Update of license to cc-by-4.0
Hello!
English Wikinews have discussed a change of license and would like to update from cc-by-2.5 to cc-by-4.0 per en:Wikinews:Water_cooler/policy#Sum_up_per_march_2024.
But community would like all versions of Wikinews to change license together so that it is still possible to translate articles into other languages.
